Chinese President Xi Jinping is likely to make an official visit to Japan next year as the traditional Asian rivals step up efforts to resolve their differences.
Relations have historically been strained, but concerns over US trade policy and North Korea's nuclear programme have shifted them closer.
The two leaders met on the sidelines of the forthcoming G20 summit in Japan.
"I want to open up a new age of Japan-China relations hand in hand with President Xi," Mr Abe told reporters.
Xi and Japanese Prime Minister Shinzo Abe have not held talks in the format of an official visit by either side since both men took office in 2012, although they have met at least seven times on various multilateral occasions.
Li will also attend a trilateral summit, the first in more than two years, with Abe and South Korean President Moon Jae-in to discuss North Korea and other regional issues.
Abe is also reported to have proposed the establishment of a “development cooperation dialogue” to oversee joint infrastructure projects in other countries. The Japan Bank for International Cooperation and the China Development Bank will also launch a scheme to jointly finance infrastructure projects in third countries, Kyodo News reported.
